Repeal Vacancy Decontrol and Renew Rent Stabilization

Resolution Adopted by the Democratic State Convention --  May 23, 2002

  

            WHEREAS, the Rent Stabilization Law will expire in 2003, when there is little political pressure on the Governor and the Legislature to renew it, and 

          WHEREAS, the decontrol of vacated apartments renting for more than $2,000, coupled with the allowance for landlords to raise rents to that level based on improvements made to the apartment, has removed over 80,000 New York City apartments from the rent stabilization system and threatens to gradually eliminate most rent-stabilized apartments from the City, and 

          WHEREAS, the preservation of stabilized apartments and the rent stabilization system is essential if low and moderate income people are to continue to live in New York City

          NOW THEREFORE,   

          BE IT HEREBY RESOLVED, that the New York State Democratic Committee calls for the renewal of the Rent Stabilization Law in the 2002 session of the New York State Legislature, and it is further 

          RESOLVED, that the New York State Democratic Committee calls for repeal of the vacancy decontrol provisions from the Rent Stabilization Law.
