NY State Democratic Committee adopts Reform Caucus Resolution calling for a national single payer healthcare plan: 

            WHEREAS, there is universal agreement that healthcare reform is necessary, and

            WHEREAS, there are many competing approaches to reforming healthcare, and

            WHEREAS, the New York State Democratic Committee has endorsed a single payer healthcare plan at the state level,

            BE IT THEREFORE RESOLVED, that the New York State Democratic Committee endorse a single payer national healthcare plan, and it is further

            RESOLVED, that this resolution shall be forwarded to the task Force on Healthcare chaired by Hilary Clinton. 

 

June 2, 1994  Democratic State Convention

Buffalo, New York 

Led by speakers from the Reform Caucus, the NY State Democratic Committee adopts a resolution supporting the single payer American Health Security Act of 1993 (Wellstone-McDermott), and defeats a weaker resolution calling for a less inclusive national healthcare plan. 

The 1994 resolution (copy available on request) was substantially similar to the resolution in support of single-payer national healthcare again passed at the 1998 Democratic State Convention (copy on reverse).

The NY State Democratic Committee again adopts a resolution supporting a universal single payer healthcare system for both the State of New York and for the United States.  The full text of the resolution is as follows:

RESOLUTION

in Support of a Single-Payer Health Care System 

          Whereas, it is generally accepted that health care in the United States, although the best in the world, bears the stigma of being the costliest, as well as being inadequately delivered to its people, and

            Whereas, the cost of health care in the United States is contributing an inordinate amount of the national debt, with no sign of relief, and

            Whereas, at present all health care costs, with the exception of veterans benefits and Medicaid, are paid by regressive taxes, regressive insurance premiums, or out of pocket, and

            Whereas, the Congressional Budget Office has recognized single payer health care financing as the most efficient and cost effective of al other plans and initiatives thus far introduced to the American People, and

            Whereas, workers, small business, corporate industry and American s in all walks of life can benefit from the simplicity and efficiency of a single payer health care system, financed by a graduated tax on income, and

            Whereas, New York Health (A 6801) a universal single payer system and the American Health Security Act of 1995 (H.R. 1200) provides for such simplicity and efficiency, and

            Whereas, the American Health Security Act of 1995 (H.R. 1200) will be reintroduced in the 105th Congress, now therefore, be it hereby

            Resolved, that this 1998 New York State Democratic Convention endorses, supports and will promote single payer health care initiatives such as New York Health and The American Health Security Act of 1995 (H.R. 1200), and be it further

            Resolved, that this 1998 New York State Democratic Convention, in the best interest of the people of New York and the Democratic party, go on record in support of this resolution.

            In adopting a resolution supporting the “Family Health Plus” legislation then pending in the state legislature, the State Committee specifically included an amendment reaffirming its support for a universal single payer national healthcare system.
