Reduce the Social
Security Payroll Tax

State Committee --

WHEREAS, the Social
Security tax is a major regressive tax, and
WHEREAS, the
New York State
Democratic Committee at the May 2000 State Committee meeting expressed its
support for reduction of the social security payroll tax, removing the cap
on the amount of income subject to social security payroll tax, and doing so
in a manner designed to be revenue neutral, and
WHEREAS, this issue
remains a important element of securing tax equity in
America,
IT IS HEREBY RESOLVED
THAT the New York
State Democratic Committee urges our two
U.S.
Senators and Members of Congress to support legislation
that would
effectuate a substantial reduction in the rate of the Social Security tax,
while
removing the cap or ceiling on income over which the tax does not have
to be paid. In the interim, our congressional
representative should be urged to support Senator Kerry’s proposal to refund
Social Security tax payments to low-income individuals with monies from the
general fund.

Caucus of the NY Democratic State Committee, and adopted at the meeting of
the Democratic State Committee in Albany, NY on May 4, 2001.
