RESOLUTION 
FULL FUNDING OF THE DIVISION OF HUMAN RIGHTS
Adopted by the NY State Democratic Convention,  May 23, 2002
 
WHEREAS: Civil Rights and Human Rights legislation must be enforced in order to be effective. 
WHEREAS: The New York State Division of Human Rights has developed a backlog of cases so extensive 
                    that it is almost impossible that the victims in these cases will receive justice.  
 
WHEREAS:  Under-funding has led to the slow processing of complaints, delayed justice under the law until 
                     some complainants have passed away and justice has been denied to many
WHEREAS: Some victims of discrimination have waited more than ten years for their cases to be heard. 
WHEREAS: The backlog encourages the Division to dismiss meritorious cases without a fair review. 
WHEREAS: Justice delayed is justice denied. 
WHEREAS: It is the responsibility of government to enforce it’s laws, whether against theft or civil rights violations. 
THEREFORE BE IT RESOLVED THAT: We encourage Democratic State Legislators to make the full funding 
of the Division of Human Rights a priority in the budget hearings. No victim should have to wait more than 2 years 
for justice.
