Freeze the Federal Tax Cuts
Resolution for the Democratic State Convention -- May 22-23, 2002
WHEREAS, the surplus in the federal budget under President Bill Clinton has disappeared, and the federal budget has gone into deficit, requiring borrowing from the Social Security Trust Fund and an increase in the federal debt ceiling, and
WHEREAS, the initial year of tax cuts passed in 2001 have had a mild simulative effect and benefited moderate as well as high income taxpayers due to the rebates included at the insistence of Democrats, but
WHEREAS, the remainder of the tax cuts to be phased in over the next nine years overwhelmingly benefit only the highest income taxpayers, and will perpetuate deficit spending by the federal government, deplete the Social Security Trust Fund just as it should be increased to meet the needs of “baby-boomer” retirees, and deprive the government of funds needed for the war against terrorism and other essential programs,
NOW, THEREFORE, the New York State Democratic Party calls upon the Congress and the President to freeze the tax cuts at the present level, and repeal the remainder of the federal tax cuts unwisely adopted in 2001.
