RESOLUTION

 

WHEREAS the health safety and welfare of all residents of the State of New York is dependent upon the availability of decent affordable housing and

 

WHEREAS there is an increasing scarcity of decent affordable housing in the State of New York,

 

NOW THEREFORE, BE IT RESOLVED by the New York State Democratic Committee that it will call upon the New York State legislature to enact legislation declaring that every resident of New York State has a Human Right to decent and affordable housing and in order to ensure access to decent and affordable housing, be it further

 

RESOLVED that the New York State Democratic Committee will call upon the New York State legislature to enact legislation requiring good cause for the eviction of any tenant of a building containing three or more apartments; and be it further

 

            RESOLVED that the New York State Democratic Committee will call upon the New York State legislature to enact legislation prohibiting discrimination against tenants based upon the tenant’s source of income including income from rent subsidies such as Section 8, HOPWA, Shelter Plus Care, or rental assistance from government Social Services, or any other third party, and be it further

 

            RESOLVED that the New York State Democratic Committee will call upon the New York State legislature to enact legislation designed to promote the availability of federal and state subsidized apartments in programs such as Mitchell-Llama, Project-Based Section 8, Section 236, Section 221(D)3, Section 202, etc. and be it further

 

            RESOLVED that the New York State Democratic Committee will call upon the New York State Congressional Representatives to seek Congressional legislation designed to promote the availability of federally subsidized apartments in Project-Based Section 8 buildings, Section 236 buildings, Section 221(D)3 buildings, Section 202 buildings, etc. and be it further

 

            RESOLVED that the New York State Democratic Committee will call upon the New York State legislature and New York State Congressional Representatives to seek input from tenant advocates and organizations devoted to the promotion of decent and affordable housing to fulfill the requirements of this resolution, and be it further

 

RESOLVED, that this resolution shall take effect immediately.

 This resolution was Written and Introduced by Patricia Mc Dow, Adopted by the Reform Caucus of the Democratic State Committee on September 30, 2005, and Adopted by the NY State Democratic Convention meeting in New York, NY on September 30, 2005.
